L visa application as a Canadian tourist

Hello, I'll be in Tokyo nov 26-dec 3 as a Canadian tourist and have plans to visit friends in Shanghai dec 3-10. (I wasn't able to apply while in Taiwan) Would I be able to apply directly to the Chinese embassy in Roppongi? I have all my required forms, picture and letter of invite. Any info/advice would be greatly appreciated!
Jess

Jessie, you can directly apply from the embassy. I heard that foreigners in Japan do not need to apply for China L type through travel agencies now but it's still suggested to do so to facilitate the process.
