Arrival Visa at Guangzhou Airport

I need to go to Guangzhou this Saturday for inspection of export commodities urgently, but I am unable to apply my entry permit in time due to closure of Chinese Embassy in Singapore (to host President Xi) this week. Do you think i have a chance to apply for VOA and what documents do i need to prepare in advance?
