I live in UK but have an Indian passport, Can i apply for Chinese Visa in Hong Kong??

I live in the UK and have a residence permit to live and work here.
My wife is Romanian with a Romanian passport, we both are going to travel for few months and was wondering if we can apply for a PRC entry permit in Hong Kong. we are going to be there for 6-7 days.

We can apply for it in UK but the centre advises not to apply 3 months before your travel (as its valid from the date of issue not from date of travel) but as we are traveling for three months we do need to apply for it now or when we are going to be in Hong Kong.

Please advise.
