Passenger is British passport holder flew in from Dubai to PEK with 72 hour free visa.  Can he fly to pek to Shanghai (Pudong) then to Dubai?

Hi, your case is not eligible for thew 72h visa free transit. To use the policy, the starting city and destination should be different international areas. In addition, it is only allowed to transit in one city in mainland China. Therefore, if your total transit time is within 72h in PEK and PVG, you need to apply for a transit visa in advance.
