Before unifying China, Qin was actually a state. However, Duke Xiao commissioned Shang Yang to implement reforms. Shang Yang believed that the law was the most important thing. So he established severe laws. Meanwhile, he also attached great importance to agriculture. After his two reforms, Qin became the most powerful state. Eventually, it unified the whole China.

Well, this empire fell for the same reason. After unification, severe laws were still implemented. Emperor Shihuangdi forced many people to build the great wall. At the beginning, those who didn't want to be enslaved were ordered to donate enough money for buying two pieces of
armour. Later, the officials found that the civilians couldn't take out the money. So the laws were rewritten. Those who couldn't report themselves to do corvee labor would be killed.

Just imagine, civilians couldn't make their livings. But they still were order to do heavy corvee labor. Then they chose to uprise.
