Where can I get the TTP? In a travel agency at Chengdu?

Does the TTP permit us to travel overland FROM Lhasa to Nepal buying this service in a travel agency in Lhasa or Chengdu

You could get TTP at most of the China travel agencies. TTP only permit you to visit Lhasa and Nagqu regions.
