Can I apply for a TTP while I am in Beijing?

Yes, you can apply for TTP when you stay at Beijing, via a travel agency. It is possible to apply for the permit by your self by call or fax Tibet Travel Bureau. However, you'd better let a travel agency do it for you. Usually, Tibet is not allowed induvidual overseas visitors to enter freely.0
