You will be pressed to find shawls and scarves at Shisanhang. This is much more of a domestic fashions market.
According to the book "A Businessman's Guide to the Wholesale Markets of Guangzhou" a much better option is Guangzhou Bubugao Wholesale Square.
"On the east side of Zhanqian Lu, opposite Hongmian on the corner with Zhan'nan Lu, this is the main wholesale market for woollen items, even though the main sign describes it as a leather market. There are some cheap luggage and bag shops of the ground floor. Up on the first and second floors the building is packed with every conceivable kind of knitted dress, skirt and cardigan, with a very distinctive small market-stall layout, and many vendors all crammed in together. A great deal of Muslim traders come here to source shawls and head scarves. Up on the third floor, medium-sized outlets with glass fronts offer similar styles at slightly higher prices. The fourth and fifth floors stores are larger again, mainly offices and showrooms for large-scale knitwear manufacturers."
