1. I have looked through your plan and most of them are doable. But it is too many on the 2nd day. A whole day actually not enough to cover them all. I suggest you go to the panda base in the morning; in the afternoon, go and visit Dufu Thatched Cottage and Wuhou Temple, between which free shuttle buses are available.
2. It is warm even hot in the downtown areas and panda base. It may rain relatively frequently then. For the mountain scenic areas, the temp can be lower. Taking everything into consideration, it is suggested to pack up some summer clothing, long-sleeved shirt, light jacket and simple rain gear. if you feel it cold on Huanglong and Mt. Emei, just rent a down jacket on the spot.
3. Sorry, it is so hard to tell the amount of money you should bring due to your various expenses. I suggest you check the entrance fees, transportation fare, etc. in advance so that you may have a general plan with it.
4. Yeah, it is a little hard due to the high elevation, but there are oxygen bags for sale on the roads. It is fine to hike for healthy people. Anyway, little kids, seniros or people with espiratory problems should avoid that.

May help!
