Ann, according to the website of Chinese embassy in Russia, foreigners from other countries can apply as long as they have valid legal status or entry permit to Russia. But I still suggest you confirm this with the consular department. The required documents are your passport, finished application form affixed with a recent passport photo, flight ticket out of mainland China and hotel booking.
