Hello my sister is Mexican National flying from Mexico city with Aero Mexico to do a 3 hour layover. She needs to get another flight with All Nippon Airways (ANA) she might need to re check her luggage and get new boarding pass. Her final destination Narita Tokyo. Does she need a transit visa for this transition? Thank you
