What if we will be entering Shenzhen for max of 12 hours? Is the entry permit still costs Php 1,400?

Yes, if you apply from the embassy in Philippine, the cost is still 1,400 pesos. However, the entry permit you get can allow you to visit other places as well as Shenzhen and your stay duration is not limited to five days.
