Skud, it's the rulers who ended their ruling on their own. After Emperor Shihuangdi unified the whole China, he continued to fight with the Huns and Yue people in the south. His purpose was to expand Qin's territory. But he didn't care about civilians' lives. The wars ruined their normal lives. Emperor Shihuangdi also forced many civilians to build Great Wall, his tomb and luxurious palaces. His tyrannical ruling policies finally attributed to the fall of the Qin Dynasty.
