Where should i apply for a tourist visa? Do russian citizens get it on arrival?

I'd like to visit Macau for leisure (and especially my chinese entry permit does not allow me to stay in the country for more than 90 days, so i want to leave mainland and travel to Macau). Can i present the receit of my savings account in my bank in china? Thanks a lot
