flying to Toronto from Winnipeg

Hello ,

I am in the process of getting a z visa . I live in Winnipeg. My question is do I have to fly to Toronto to deliver and pick up the documents needed for the z type?
(For example z type application, passport, etc.) Can I mail everything and have everything mailed back to me?
