How long would it take to get an entry permit for PRC in Seoul with a Canadian passport?

My parents (both Canadian passports) plan to travel to Korea, then travel to China. They booked a tour with a Korean Tour Group and the itinerary they received was not accepted at the Toronto Chinese Consulate because it was in Korean. They are currently without visas. How long would it take to get it in Seoul with a Canadian passport? Are there different fees?
