Do foreigners with a Chinese Permanent Residence need a permit for Tibet?

I am Italian but I have a Chinese Permanent Residence Permit. Do I need a special permit to visit Tibet? Can I just go there accompanying a Chinese friend?

Yes. Non-Chinese passport holders has to carry a Tibet Travel Permit.
