Can a visiting american apply for a PRC entry permit while in Madrid?

I'll be visiting Madrid on holiday for five days. I'd like to get a chinese Visa to go to china directly from Spain. Is it possible to get it in this situation since I'm not a resident of Spain? Do I need to submit additional paperwork with the application?
