About:Chinese Consulate in New York

L visa, non-us citizen

Hi I'm trying to apply in New York. I have a South Korea passport. I had F-1 type then B-2 then now 'pending' for B-2 (that I applied in March but still Pending). I'm not coming back to USA. Can I still apply for China?

If you have valid entry permit for USA, I think you can apply there without getting back to South Korea. Just remember to bring your F1 or B2 (if it was done when you applied) and its copy version when you submit your application.
