Do you travel as a group (at least 5 members) organised by International Travel Agencies that have been set up and registered in Hainan Province? If so, you are exempted for visa if you go to Sanya. If you travelled alone or didn't travel with qualified travel agencies, then you should apply a L type in advance before you get there.
