my passport issued from up but i am living in mumbai where should i apply for prc entry

Hi I am from UP and studied there presently I am living in mumbai with my husband, I have address proof of mumbai (Aadhar ID card). However, my passport has been issued from Lucknow. Where should I apply for visa in Mumbai or in Delhi. It is difficult for me to apply from delhi.
