Yowzer, it is hard to say whether she will be detained even she pays the fines. In addition, the exit pass should be obtained from the Chinese PSB instead of the Filipino embassy.The fine is about CNY 10,000. She should surrender at the local PSB.I don't thin she can return with the spouse entry permit for two reasons: first, she had an overstaying record in PRC; second, you do not marry her.
