Am I elegible for 72 hour visa so that I can get from Pudong Airport to Hongqiao Airport?

Hi,
I'm travelling to Shanghai on the 6th entering via Pudong. I have a ongoing flight to Saint Petersberg on the 7th via HongQiao. However the Flight to St Petersberg stops at Urumqi for 3 hours with a plane/flight number change.
