You need to prepare these things, filled application form for Chinese passport or travel document, 2 passport photos, original and copy of your current passport, valid resident permit/visa or ACR I-card (original and copy versions). It takes 10 to 15 working days to deal with your application. The fee is around 1400 Pesos. And there is no express or rush service. If you are really in a hurry, you can apply for the travel document to get back to PRC.
