I don't even know if we're getting off the plane.  Must we still apply in advance for the 72-hr. transit visa?

No, it's not necessary for you to apply for the transfer visa because of your layover is less than 24 hours. So you can get off the plane. It's ok.But if you wanna go out of the airport, you need to apply for the stay permit at the airport first.
