Can you apply for a PRC entry permit in uk if you are staying in the uk on a tourist visa

Hi . My fiancee is staying with me in uk on a two year tourist permit . We have been to china many times and have previuos tourist entry permits. We would like to go to china from uk in a few weeks to buy wedding accesories and a gown . Can she apply for it while she is in uk ?
