Can Chinese visa be applied from the country of origin ?

I am a dentist holding an Indian passport currently working in kuwait on a work permit. I am attending a dental conference in china in the month of November 2015. Here in kuwait, my residency is expiring on 26th Jan 2015. When I contacted the embassy of china in kuwait, they told me that there should be minimum of 6 months valid residency on arrival to kuwait. As it is too early to renew my residency here, Can I apply for Chinese entry permit from India ?
And the conference organizers have advised for attendees and delegates to apply for tourist type entry permit and not business type for the conference. I have an official invite from the organizers in china & confirmation of registration receipt. I am not sure whether to apply tourist or business type?

Santosh, you can apply from India. According to your description, I think the business type entry permit is most suitable for your case. I don't know why the organizers ask you to apply for the tourist type. Perhaps they think it's more convenient and easier to get the tourist type that the business type. I advise you to apply for the business type if you can.
