Are privately arranged adoptions now illegal in China?

I travel to China for work and have connections at factories all around the country. Could I still arrange for a private adoption if I found an expectant mother who did not want to keep her child? Or must all adoptions go through the government? I realize that all abandoned or orphaned children must already be arranged through the government. My wife and I are American, late 30's, no kids.
