Applying from a different district in NY?

Quick question. I am a resident of TN. My friends and I are traveling to China and we are applying for Visas. I will be in NY next week and would like to apply at the Consulate (with all appropriate documentation). Even though I am outside district, can I apply here, rather than DC?

Michael, I'm afraid you have to apply from Washington DC. The New York consulate won't accept your application.
