please there is no reasons given for refusal of visa

Please the embassy here in Ghana does not give any reason to why they have refused me. I have informed the school in china about it and they have sent a fax to the embassy and have sent me a copy of the letter. Can I attach the letter from the university to the embassy to my documents and do another submission?
