Visa first time

i would like to know that my colegue want to go to china and company will bear all of his expenses and gave him no objection cerificate and bank solvency also supported by company just one problem his passport is fresh. Is it necessary to apply for the first time chinese entry permit you need to get a other country visited or visa first?just confused. he needs to go urgent as well.
