Could a visit to the great wall be within the 'beijing municipality' condition of visa free transit?

Can you visit the Great Wall within the boundaries of Beijing Municipality, and so use the free transit to do it (arriving into Beijing airport, seeing the wall, and flying out again?)

I've tried calling Beijing immigration about this multiple times at multiple different times of day, the phone rings and there's no answer.
