1. You may try the Sheraton Macao Hotel, Cotai Central. I heard the hotel have good facilities and wheelchair friendly. When booking, you should tell them about the wheelchair matter in advance, so that they can prepare well.
2. The Ruins of St. Pauls (free), Mont Fort (15MOP), Grand Prix Museum & Wine Museum (15MOP and they are connected) and Macao Tower (135RMB) are recommended for visit. Most of them also offer wheelchair rental service. Iif interested, take your parent to watch the performance of City of Dreams.
3. I have no idea of a specific one for the elderly, but at the Rua da Cunha, you wil have a wide selection of restos with many food. I believe you will find satisfactory food.
4. Local public transportation is generally wheelchair friendly, but I suggest you hire a car or taxi for the sake of your old parent.
5. Surely it is possible to tour HK and ferry is the best transportation. Go to Maritime Ferry Terminal to catch a ferry.
6. See no. 2.

Hope everything is clear.
