Tatiana, according to what I know, disabled people can take their wheelchairs or use the elevator to reach a 10 meters high platform in Badaling. There they can view the wall. However, they can't use their wheelchairs to climb to the top. In fact, there is a cable car service. They can take the cable car to reach the fourth beacon tower.
