Nina, according to historical data, the average rainfalls in March are 118mm in Shanghai and 8mm in Beijing. The average temperatures in March are 48F in Shanghai and 43F in Beijing. In April, the average rainfall is 63mm in Shanghai and 21mm in Beijing. The temperatures in April are 59F in Shanghai and 57F in Beijing.

Therefore, i think you should visit these two places in April. I went to Beijing in early March of 2011. It's a bit cold. I remember that I wore winter clothes, sweater, warm trousers and even gloves.
