16 Year old is traveling to China with Cigarettes

My 16 Year old is traveling to China to visit classmates, they have asked him to bring some packs of a particular brand of Cigarettes. Is this allowed ? How many can he bring ? and if just a carton will this need to be declared at customs?

I am afraid that he can't take cigarettes into China because he isn't adult yet.
