What is your purpose of visiting Chengdu, getting married? If so, a simple L type is enough. However, if you plan to work there, you should apply for a Z type. The normal process is:
1. you find an employer who is qualified for recruiting foreigners.
2. you apply for the work permit with the help of your employer.
3. you get back to your country to apply for the Z type.
4. you come to China to change your Z into a long-term resident permit.

Yes, you can apply for a Q1 type to stay long time with your wife in PRC. However, you can not work under Q1.

You can try to get the work permit through agencies. If not possible, try to apply for the M type. It does not require the work permit. The M type allows you to work in China for a short term, but you have to exit and reenter every 90 days.
