Can i get a transit Visa without having a valid entry permit for my next destination?

Hi,
We are flying from Paris to Shanghai and have a 12 hour stay over before flying to Cambodia, can we still apply for a transit type although we don't have our Cambodia entry permits (we plan to get VOA). We have already purchased our onward plane tickets. I carry a British Passport and my partner a French passport.
