X2 visa - applicability of transfer to another education institute and do the extension

Thanks for your time. Could you please tell me what the procedure is to:
1. extend
2. change agency/institutes

with a current X2 type while living within Shandong Province.

Here are the details:
I am a teacher with a Z type about to move to a neighboring city (both cities are within Shandong Province) for a new job. My gf whom i met here , would also like to go with me. She is from Russia and her status is ax X2 holder, currently enrolled in an internship style student exchange program. She has not renewed before.

What are the current options available to this particular situation?

She asked her agency to give details of how she can do this and was met with anger and threats about immigration and if she did move somewhere else she'd be reported etc etc... This has obviously frightened her, so now she is debating what to do in this situation and we would love any details you could give us.. The options at the moment for her seem to be (a) She'd prefer to extend the X2 and come with me or (b) fly back home. She is not prepared to continue with this organisation.

Could you shed some light on this please?
