philippine passport applying visa to chengdu, china

Visiting my partner which is working in chengdu at the moment in the airport as a consultant.
I've been apply last June in our country going to chengdu but I was denied for some reason coz their asking a proof of relationship while we have a baby together with my partner and a complete requirement like birth certificate,hotel reservation,back and forth ticket and letter of invitation while my friend have a ticket and hotel and at this time she's already there!
So my question is,is there any possibilities that I can get a entry permit or apply through Singapore going to China?
