VOA on August 1st from HK to Shenzhen

Hello! Am sharen and I'm Indonesian. I will be going to Shenzhen special economic zone as part of the exchange tour from Hong Kong company. Is it eligible to apply for a VOA if the issuing and provider company from HK? Thanks!
