can you be denied a Visa for China if have a criminal record and the conviction was 13 years ago

My husband is not on parole or probation and has a valid passport.

Hey, it depends on what type you are applying for and the grade of the criminal event. If it's just a minor case and you apply for a tourist type, he still has the chance to get the entry permit.
