Celia, you should go to the police station near your residence during the time you were in China. Ask the station to issue you a police certificate. Then go to the local notary office nd have this certificate notarized. Last, go to the embassy of your country in China and have the document authenticated.

Celia, according to my knowledge, there is no mail service. You have to present yourself to apply for the police certificate.

Celia, did you work in China? if yes, you can ask your former employer to help you to deal with it.
However, the police may refuse them, as it happened in my situation
