who should pay for the Foreigners' Employment License?

How to know the authenticity of the employment confirmation letter? I received an email and trying to call the employer but the receptionist cannot understand me well. hope you could help me.

Maria, the foreigner employment license is free of charge. You can test its authenticity by calling the human resources and social security bureau.

I am afraid that the offer letter is a scam. I have asked the person who sent the email and he is insisting that I should pay what the law firm is asking me to pay for within 10 days. but I am afraid also that the opportunity will be gone if I will not take an action immediately. is there any government agency that I can ask to check if the job offer in Hongkong is authentic or not.
To be specific, the Dentons Global Law Firm is the one that was assigned to process the Foreigners' Employment License on my behalf.
