Belgian applying for a student visa of China in a third country

Hi! I have all the relevant invitations and other documents needed for a Chinese student type entry permit. I will be traveling in Asia (Thailand, HK, Seoul) before my study period starts in September. Can I apply for my Chinese student visa in any of the countries that I'm traveling in?
I am Belgian, and I have already started my travels. I will only have tourist visas for these countries, not residence permits

Jay, it's possible to get your student type from a third country. I suggest you apply from Thailand rather than HK or Seoul. It seems easier to apply from Thailand for foreigners from other countries.
