You should go to local Vehicle Administration Office to apply for some paperworks. You should present the passport, residence certificate from PSB, five photos, and your Singapore driving license.

The procedure is as follows:
Fill in an application form – do a physical examination in a dedicated hospital – translate your driving license into Chinese - reserve an exam for the basic theories – get your Chinese driving license

For the exact info, you’d better go to the Vehicle Administration Office to confirm. In Xian, the general office is in Guodu Industrial Zone in Chang’an District. Its east branch office is at no. 82, East Changle Road; and the south branch office is at no. 19, Dongyi Road, Yan’ta District.
