About:Chinese Embassies and Consulates

Is it a bad sign if an employer wants you to come in a tourist visa and then change it to a z type?

Yes, at least I don't think it's a wise choice. It's hard to say whether you can change the tourist type into a Z type successfully when you are in China, so it would be risky to enter with the tourist type.

Thank you. They are saying this is the normal and best way to do it but it seems odd to me.
