Hi ej! How long will they stay in China? If the time is not long, just apply L type for them. Their passports, passport copies, filled application forms, recent half-length photos, invitation letters from you, and bank statements of the latest six months will be required for the application. You don't need to use agencies.

Your husband can write an invitaton letter for them three. Then they can print three copies of this letter and place one in each set of application documents. I'm not very clear about "rid ribbon" here, but the invitation letter has nothing to do with the Phillippine embassy in Shanghai. Your husband's signature on the letter will be fine.

Your uncle can apply for them on their behalf. The NBI clearance is not required. You can provide the TIN number as a proof of financial status. The invitation letter can work as the sponsor letter.
