Visa application to China for my father.

Halo, I'm Steve from Malaysia but working and resident in Singapore. I would like to ask whether can I apply China entry permit on behalf for my father from Singapore China Embassy if he is staying in Malaysia? We would like to travel to China in first week of August and duration of staying is about 4 days.

Can please advise me?
