How apply for 24 transit or permit to explore outside airport

I have a 16 hr layover in pek airport last destination is seoul. Do I need apply and where

Coming back 23 hr layover.
I would.like to book hotel in Beijing.
So same question do I need apply again when I arrive pek airport to outside the airport. If that is the case then I do will book a hotel.
